I’d say these tips apply to most anyone, but Google has some Tips for Eastern European webmasters:
We are aware that a certain amount of webspam is generated in this region and we would like to reinforce that we have been working hard to take action on it both algorithmically and manually. Since I have seen some common phenomena in a bunch of these markets, here are a couple of suggestions for Eastern European webmasters and SEOs:
# Avoid link exchanges.
# Use regional and geographical domains in line with their purpose.
# Say no to Cybersquats!
# Think long-term

As the Eastern European Internet Ministry Coordinator for CCC, I can say we have these issues covered. The only experience we have had with things like this was when someone cybersquatted on our domains.
While we were developing mirstudentov.com, someone managed to grab mirstudentov.org and .net, even though we had purchased those domains. We had failed to specify a DNS name server for them, so someone added DNS entries for them on their own.
The result was that anytime you searched on “mirstudentov” it would bring up two other sites sitting on .net and .org - both of which were advertising other commercial sites.
It was easy to shut down as soon as we noticed it.
